However you can't by alchol, cigarette's, ect. at 16 you can apply for a provisional driving licence and get married with your parents permission; at 17 you can be interviewed by the police without anyone 21+ there and be a blood donor and at 18 you can vote and make a will. So yes you are considered an adult technically.
