Yes. Boxes often say to just use water but you should really be using shampoo also as otherwise your hair can become more damaged and dry.
You should be alright to dye your hair at the minimum of an hour later, that lets all the "ingredients" from your shampoo to soak in even if you wash it out. The reason to do this is that the shampoo is still working as a "cleaner" for about an hour after you wash your hair, so if you were to put dye in it, it would just wash away.
Use shampoo and conditioner daily. It will eventually rinse out.

depends if it is permanent then it lasts until the regrowth of your hair. if it is semi-permanent then it lasts 8-12 shampoo washes. if it is temporary then it lasts one shampoo wash.
