Even people in public offices insist on appointments for meetings and there are some people who will not ever get one. I heard a story once where a vacuum cleaner salesman wouldn't take no for an answer. Inside the house, he scattered the dirt so he could demonstrate his vacuum. However, he did all this (and the homeowner let him) without finding out whether the house had electricity, which it didn't.
