Marcus and Caius kind of are there as a voice of reason and they give imput on how Aro does stuff but Aro is the leader because his power is the most useful out of the three Aro can read minds and Marcus can detect and manipulate relationships

Marcus is the most detached of the three leaders, as he lost interest in leading after losing his mate. Caius tends to be more involved in enforcement and maintaining the Volturi's laws and traditions. They support Aro's decisions and provide counsel when needed.
