Elliot is not a main character in Scooby-Doo. There is a recurring character in "What's New Scooby-Doo?" named Elliot. He is a kid who appeared in the episodes "Space Ape at the Cape" and "Big Appetite in Little Tokyo". His age was not revealed, but if I had to guess I would say he is around 11 years old.
Elliot is a furry because he is an anthropomorphic character, anthropomorphic means that something that is not human has human characteristics, meaning walking, talking, and human like body form. Elliot acts like a human, so he is considered a furry.
