Typically you would talk with other aircraft on that airports frequency, but not required. If you depart out of a larger airfield with a control tower (controlled airspace); if you are flying under instrument flight rules you could need to contact clearance delivery to obtain your instument clearance, then speak with ground for your taxi clearance. If you are departing under visual flight rules, some airports still require you to contact clearance delivery for a VFR clearnace, then ground frequency for your taxi clearance. Airports like to have standard procedures for visual departures as well. Sometimes clearance delivery is the same frequency as ground control, and at small to mid sized airport clearance delivery, ground control, and tower control can be operated by a single air traffic controller or a combination thereof.
