It depends on the person. If you didn't reach a mature level of puberty yet there may be still time for it to grow. Otherwise it is not bad at that age
It depends wether that meassurement is erect or not, if its not then its not small its average however if that is it erect then sorry to say it but yh that's small. But your still young and your still growing so you have no worries yet. Remember time is the essence. x
