Moishe was not believed because he was viewed as an outsider and a loner; perhaps even mentally unstable prior to his departure and had no credibility. So when he returned with horrible accounts of what he witnessed, he was dismissed as crazy. I also think that the villagers chose not to believe him because knowledge calls for action. Once we are made aware of injustice, it becomes our responsibility to take action to right the wrong. If they were not ready for this responsibility, it was simply easier to deny it and do nothing.

The villagers, including Wiesel, did not believe Moishe because his account of the atrocities he witnessed during his deportation seemed too horrific and unbelievable to be true.
