The Barbie Dream house is for age's 5 and up. I wouldn't buy it for a 4 year old just because I would be afraid that it would get broken and I wouldn't want to waste money on something that would be destroyed by a 4 year old. Once children get a little older then they seem to be more mature with toys and learn to take care of them better so I would buy her something like puzzles, a baby doll with a stroller etc.
