There was no 'disqualification according to age' mentioned in the account in The Bible. What may be referred to here is the fact that the first generation who came out of Egypt were rank unbelievers who essentially did not want to enter the land. Numbers 14 records this. Verse 29 indicates it was all the people from 20 years old and upward who were going to die in the wilderness, since that was essentially their wish. The age related to the fact that they had all together made a choice to behave in this way, except Joshua and Caleb (and of course Moses and Aaron). So the reference to age was an indicator of their behavior and attitude, as well as an indicator of the apparent unity of those who behaved in this rebellious manner.
