It is not necessary to change the bed skirt at the same time as the sheets because your not sleeping on it. Wash the bed skirt when it looks like it is dusty or not clean.
So you can take them off of the bed periodically and wash them. That way the bed doesnt get smelly after a while.

I suggest the obvious way: a washing machine. Using front loaded washers would be a good idea and be sure to wash them every week.
