Shadows are the shortest when the sun is high in the sky. This is because when the sun is high in the sky, sunlight is striking the ground at an almost right angle making a short shadow. If the sun would be directly overhead, there would be no shadow.

They are shortest when the sun is at its zenith, which means its highest point in the sky for that day. Another way of saying this is "at local noon".

The shadow would normally be shortest during the centre of the day; at roughly 12am. But this can vary depending on where in the world you are or at what time of the year it is.

It is around noon when there's the shortest shadow. The sun is the highest in the sky around noon, the light (shines) comes down directly down to the center of you, or any other object.
