Unlike a hurricane there is no minimum set wind speed for a tornado. Although officially the lower bound for an EF0 tornado is 65 mph, tornadoes have been rated EF0 with winds estimated as low as 55 mph.

It is not the wind speed that makes the tornado, though as winds much stronger than this can occur with other events. A tornado is defined by the fact that its winds rotate violently about a center in a vortex extending from the base of a thunderstorm to the ground.

A tornado is not really considered ordinary wind. A tornado is defined as a violently rotating column of air extending from the base of a thunderstorm to the ground, so wind of a given intensity isn't usually considered a tornado unless it rotates according to that definition.

Additionally there is no set minimum wind speed for a tornado to form, partially because only a few ground level wind measurements have actually been taken from inside a tornado. Though it is generally accepted that the winds must be strong enough to do damage.

There are three scales that measure tornado intensity and provide wind estimates: the Fujita (F) scale, the TORRO (T) scale, and the Enhanced Fuijta (EF) scale.

The weakest levels on both the F and T scales (T0 and F0) have wind estimates starting at 40 mph. The EF scale starts EF0 at 65 mph.

Wind speed alone does not make a tornado. A tornado is defined a a violently rotating column of air extending from the base of a thunderstorm to the ground. If it does not meet this definition it is not a tornado no matter how strong the wind is. There does not appaer to be a set minimum. The Ehnaced Fujita scale sets the lower bound for EF0, the lowest category, at 65 mph, but EF0 tornadoes have been asses with winds lower than this.

If you look at the Enhanced Fujita scale EF0 winds start at 65 mph, though damage is possible as low as about 50 mph.
