Nothing to fancy, when I first started playing I was using an ATI Radeon 3450- a pretty poor card, that said I still hit around 30-40fps with my resolution and AAx4. I now use one of the new ATI Radeon 5000 series cards, and get 80+ frames Per Second on Ultra settings. If you're just going to play wow, don't spend loads, but if you're thinking of playing new titles I'd get one of the new ATI Cards or Nvidia ones :-D
You cannot download any type of vertex shader version. It is built in your Mother Board of your computer.

In the case of having an ATI HD 4330 in your laptop, it is vital what the other components are. Most of the time, the game will run just fine, for example: I have a Radeon 3450 and it runs it quite well at 800x600 and 1024x768. (Quite fine in this example means: Average FPS is higher or equal to: 25-30) In case your laptop has 1 or 2 GB of ram, i'd suggest to upgrade the RAM before trying to play the game. And although the HD 4330 is part of the newer builds of ATI, still try to use quite lowish settings, because the chip still isn't up to power like desktop-builds varying from the X1950XT up to the HD4870.
use fps limiter, put there max 20-30 fps, then make a bat file, open bat with 3d analyzer, then check " max pixel shader 2.0, and put force high pixel shader, click start, enjoy.
Pixel shader 3.0 (and other variants) are hard-coded into the video card and its drivers. If you have a very fast processor and a good amount of ram, you may be able to get around the pixel shader requirement by downloading Swiftshader, which implements Shader Model 3.0 level capabilities on the CPU. More likely, the best option is for you to simply replace your video card with one which has native support for pixel shader. Video cards with pixel shader 3.0 are very common these days, it is not an expensive upgrade & will improve performance on other programs as well.
Using the current exchange rate, that would make it approximately AU$60. I know for a fact in this country you can buy an ATI Radeon 5450 1G PCI-e, silent and board powered for AU$45, but quite capable of running any application based on the specs of the other components. It need not be a top brand chipset, like ASUS or Gigabyte, Powercolor make them too and probably a few bob cheaper.

Should easily be able to. I'm playing it on my PC with inferior specs, and I can run it on premium (At 30~35 fps). Though, it does also depend on your OS. I was running XP, which doesn't use nearly as much system resources as Vista. I'm not sure if you can use the premium graphics with Vista.
Download AMD GPU TOOL and increase the core clock by increments of 5Mhz then stress the GPU with a benchmark tool like 3DMark 2006 a few times in between until you reach the maximum overclock, once you reach it the screen should freeze and the laptop will shutdown or freeze, if it freezes take out the battery and turn it off and let it sit for about 30 minutes to cool it down, next you need to turn it back on and drop the clock a stable one, for example most HD4250's can run at 700Mhz but its not stable, drop it to 650 and test at that speed with something like ATI-Tools artifact scanner for about 3 hours. if its stable then you just overclocked your laptop never try to jump up the clocks while testing though, never jump from 500 to say 600 and test, that's the easiest way to damage the laptop. remember if you do damage it, its on you.
The Geforce 8 series and the best is the Nvida Geforce 8800 Ultra (768 MB of memory, 384-bit, 103.7 GB/second of bandwidth). If you think to buy one buy a Nvidia, are better, faster and cheapest than others (incluiding Ati Radeon). I Don't know how old the answer before mine was but it is clearly out of date. The best Nvidia graphics card out right now Jan 2011 is the Geforce GTX 580. For specs look it up their website. Runs any visuals at 1980x 1280x, x16 antialiasing, highest setting, with over 90 frames per second. (smooth frames per second is 30 to 40)
