If the crimes stop the list of possiblities are very short. The killer may have relocated for several reasons, fear of capture, or he may have relocated due to employment changes, have serious health problems, may have died, been incarcerated for different crimes. Or they may have begun to age, tapering off as the urge to kill weakens. These are the only reasons for a serial killer to stop killing.
How do you stop someone from killing if you don't know who they are. The first rule that homicide detectives learn is that most victims knew their killers. And this makes sense. Most people do not kill without reason. Any investigation starts at what is called the 'inner circle' or those closest to the victim. When all in the 'inner circle' can be eliminated, then they expand the circle outward. This is why serial murders are the hardest to solve. Stranger muder seems to be without motive or reason. The way to take down this type of killer is exposure. They need to be brought into the light for all to see. And what most people are amazed at when they first get a glimpse of this type of killer is they can't believe how 'normal' they look. And it's true. They look very average usually. If they looked like what they were it would be much harder for them to find victims.
