the low pressure switch is bad or you have a blockage in the system like the orifice tube
Bad compressor valves most likely... If the expansion valve or orifice tube is stuck open it will cause this condition also.

main reason to use a tube is a bad bead (the seal between the tire & the wheel)
There are multiple reasons this could happen. Refrigerant - not enough refrigerant (usually due to a leak in the system) or too much refrigerant. Components - a clog in the system, saturated desiccant in the accumulator or receiver-drier, clogged metering device (orifice tube or TXV), damaged fins on the accumulator, bad compressor or compressor clutch, bad low pressure switch. HVAC system - bad blower motor, blockage in the ducts, jammed blend door.
Low fluid level, bad pump, blown fuse, or more than likely clogged washer fluid spray orifice. Wax can get into the orifice and clog it. Check them and use a needle to clean them out.
Usually if you look between the two metal ends there is a glass tube, in the tube is a metal wire, it can be of various size, if this wire is broke, burned or not visable the fuse is blown or bad.
