Well, bottled water isn't really necessary. It's a lot of wasted energy and generated waste for very little actual improvement. It takes a lot of resources to make the bottles, fill them up and ship them out. Then some more to deal with the empties. You can save a lot of energy, and reduce waste, by drinking tap water. Even filtering the tap water - if needed - takes far less energy than bottled water. But whether to ban them or not is another matter. We do a lot of things that aren't needed, bottled water is only one of them. It's more of a political question than a practical question. No one needs sodas or alcohol either for instance.

There is a serious debate over whether or not bottled water should be legal. On the one hand, people have a right to drink water out of what they want. Our rights as US citizens are guaranteed by the Constitution. Not to mention that bottling water is a huge industry, with lots of jobs invested in it. On the other, all of the bottles of water that are thrown away and not recycled or just plain littered are a huge tax on the environment, harmful to wildlife, and don't boidegrade for a long time. And one could argue that if it became illegal, water-bottling companies could transfer to making metal water containers, thermos bottles, and plastics-based prodution with their leftover plastic. It's a complicated issue.
You ban the use of hosepipes in a drought because we want to save water an hosepipes just use up a lot of the water and if there was no water left we would die from thirst.
