That is not anywhere near enough information to make a determination about the status of the starter.
Could be the starter, but could be the starter solenoid, wiring problems or even the ignition switch.
Most cars have it on the starter motor or on the fire wall near the battery. It controls the current to the starter and works only when you turn the key to the start position.
If a 94 Thunderbird starter will not turn over, the battery may be dead. The battery should be charged with jumper cables.
Weak battery? Loose or corroded battery cable?
If it won't turn over then suspect the starter. Check for power at the starter itself.

if the battery and battery conections are good, then you need to replace the starter motor
If the starter is "clicking" then check the battery to make sure that is has enough juice to turn the starter. If the battery is good. It could be your starter solenoid is bad. Most of these are built into the starter nowadays. You will have to have the starter changed. I am betting on the battery especially if it is older. Another culprit could be your alternator failing to charge your battery.
Dead battery, corroded or loose battery or starter cables, defective starter or starter solenoid, loose ground connection.
Check your battery
If the battery is good and the starter is good, then you must have a wire disconnected somewhere.
