One way to keep Freedmen from voting despite their newfound financial status was the implementation of poll taxes. These fees, required to vote, disproportionately affected African Americans and poor individuals, as many Freedmen had limited financial resources. Additionally, literacy tests and other discriminatory practices were used to further suppress their voting rights, creating barriers that made it difficult for them to participate in the electoral process.
Dating to colonial times, a "poll tax" was charged to anyone voting in elections, ostensibly to defray the cost of running elections. In the South, the true reason was to keep poor or indigent residents (largely African-American) from voting. When poll taxes were declared unconstitutional in 1966, many black-majority jurisdictions elected their first black officials.
After the Civil War, the slaves were freed. However, many were subjected to tremendous intimidation. Most had no place to live except the old slave cabins. They had no clothes to wear. They had little money. The former masters needed cheap labor and they had desperate people on their hands. In this situation, the Federal Government created the Freedmen's Bureau.

Freedmen often resorted to sharecropping due to limited access to land and resources after being emancipated. Sharecropping provided them with a way to earn a living when they had little else to start with.
