Poll Taxes
Dating to colonial times, a "poll tax" was charged to anyone voting in elections, ostensibly to defray the cost of running elections. In the South, the true reason was to keep poor or indigent residents (largely African-American) from voting. When poll taxes were declared unconstitutional in 1966, many black-majority jurisdictions elected their first black officials.
Blacks could generally not afford the tax. They were underpayed and overworked, causing them to have very little money to even live. They could not afford to vote.
