People didn't send clothes to China to get clean. I don't know where you got this idea, but the men seeking gold weren't very clean people. In some camps there were Chinese laundries, but no one really worried about being clean.
Chinese people like just about everyone else in the world, takes a shower, washes their hair, brushes their teeth, washes their hands before and after a meal, etc.

We need clean clothes to wear as clothes soon become grubby, dirty and smelly. As most people live in a community, or travel on public transport, people standing too close may not appreciate the aroma from unclean clothes (body odour, especially).
