They were put on in house, same as Winchester or Remington.
Pieper was a Belgian gun maker, so it was most likely made in Belgium. Look for the Belgian black powder proof marks.
Take the gun apart. Look for proof marks on the barrels and barrel flats. Post them and we can tell you if the gun is Belgian or English. If it is German, it will have proofmarks only if later than 1892. No proof marks also could mean American, but the style will tell us that. I am always happy to discuss the German Dalys. You must call Browning with the serial number to find out.
There shouldn't be any official proof marks if it was manufactured in the US. Any marks would be manufacturer's inspection or identification marks and most of these mean nothing after the gun leaves the factory.
