The M1 Garand shoots the 30 ot 6, so if you want stopping power its better. The SKS uses the 7.62x39, also has great stopping power, but the SKS is way cheaper. Personally i like the SKS better.

stopping power and double tap are almost identical in their increase of killing power. so which one is better is more dependent on the gun. specifically the firerate. a gun with a high firerate would benefit more with the stopping power perk. as such a gun with low firerate would benefit with double tap. an exception to this rule would be the G3 and M14. being single shot weapons their rate of fire is fixed, one shot per button press, no matter what. putting double tap on either of these two guns will cause no benefit, so stopping power is a must for these guns (if choosing between stopping power and double tap.) but for all other guns high ROF = stopping power, low ROF = double tap. sniper rifles rate of fire (ROF) is effected be double tap, so putting it on the R700 will give you quick fire but maintain its one shoot kill ability.
