Assembling is always a better option. Its costs you less than getting a pre-assembled, plus you can get parts as per your requirements.
Its not that difficult to build a pc in Indai. I'm also from same country, and I managed to get all the parts easily. You have many website where you can order parts.
As for the cost of this build you mentioned,
An i7-7700K costs around 30k or you can get 6700(non-k) for 24k
16gb ram would be around 8-9k
Motherboard: if you want OC capability then you will need a z170 or z270 motherboard which starts from around 9-10k
If you go for non-k cpu then you buy h110 or h170 boards which are available at less price (6–8k for a good quality one)
Nxt is psu which would be around 5-6k for 550w which is sufficient i think
For graphic card, FirePro is intended for with things like CAD, etc. And its cost starts from 10k can go high up till 3L (look for something in range of 20-30k)
If you just want it for gaming ourpose then go for rx480 8gb or gtx 1060 6gb which comes in range of 20-25k, my personal favourite is MSI rx480 gaming x which costs 16.5k (4gb version) and 20-21k for 8gb version on amazon
If you buy a K cpu then you will need a cooler for it which will cost additional 8-10k for a good quality one.
Overall cost : 85-90k atleast for OCable PC60-70k if you go for non-OC one.
Note: it can be cheaper, depending on what parts you select like air cooler vs liquid cooler, different brands of MoBo and other parts
