Yes. Blue lights are only legal for law enforcement personel. In Pensylyania volunteer firemen are allowed to have them. But NOT in West Virginia. Ther are even laws regarding signage and store fronts with blue lights and have to be so many feet back from the road.
You will have to check with local law enforcement however generally when the vehicle is not on the road (moving) then you can have whatever lights you want (as long as they do not imitate law enforcement).

I have leds on all of my bikes my last one I ran 60 blue leds with out a single problem in this or any state around here.
Main reason is colorblindness alert,then is what the law enforcement has adopted from the beginning of time,on vehicles:blue stands for law enforcement,red is for emergency vehicles (including police cruisers),yellow caution...and green is for security officers. Blue/red police. Red/yellow fire/ems.Green/amber for Security officers. As all traffic lights are designed to be useful on both normal eye and color blind humans so are the emergency vehicles lights.
Whilst not responding to an emergency call for service with lights and sirens activated, yes, a law enforcement officer is bound by all of the same traffic regulations as anyone else.
