The Balfour Declaration (1917)was a letter from the British Foreign Secretary Arthur Balfour to Lord Rothschild stating that the British Government viewed with favour the establishment of a home for the Jewish people in Palestine. The letter went on to say that this should not affect the rights of other communities in Palestine. The letter was written to gain Jewish support during the First World War.
Edward Grey, 1st Viscount Grey of Fallodon, was the British Foreign Secretary in 1914. He was succeeded by Arthur Balfour in 1916.
Most members of the British Cabinet have the title "Secretary of State", e.g. the cabinet member in charge of education is the "Secretary of State for Education". The equivalent to the US Secretary of State would be the Foreign Secretary, or the "Secretary of State for Foreign Affairs". This is currently held by William Hague MP.
