A tuxedo IS the jacket. If you wear tails, wear a vest underneath, a real tie or cravat ,and cufflinks with French-cuffed shirts.
It is considered poor form to wear a formal cravat without a waistcoat. An informal cravat (called a day cravat) can be worn with only a shirt.
