The cam sensor on the 4 cylinder is on the end of the head. On a 6 cylinder it is on the front timing cover.
A 2002 Dodge does have a cam sensor, but the 318 was not offered after 2001.
There is no such thing as a cam sensor valve. The camshaft position sensor is powered by the PCM, there is no individual fuse.

The cam position sensor is about midway down on the passenger side just below the head where the cam is located. It pulls out of the block sideways toward the passenger side front wheel. The connector going to it has 3 wires. Be careful not to break the connector retaining clip when disconnecting.
