discovered the catalytic converter was the issue. the converter was broken down and clogged. replaced and truck runs fine.

I cant tell ya that, but my 2000 3.1 gets about 34 mpg on open highway, and about 27 mpg in city.
you cant. the crank sprocket is keyed (it will only go on one way) and timing is controled through the PCM. hope this helps.
