No, sadly there isn't a Trainer with a Ditto in Pokemon Platinum. But if you talk to Mr. Backlot South of Hearthome or I think Pastoria City every day, eventually he'll say he saw a Ditto in his Garden. Note though: These Ditto are VERY rare. So good luck!
