To investigate the situation they find when they arrive - interview both/all parties involved - assess all parties for any alleged injuries and attempt to determine from their interviews and investigation IF an assault occurred and if so, who committed it. Once upon a time the police had wide latitude in deciding to make an arrest or not, but nowadays the laws have tightened up so much that it is almost a certainty that SOMEONE - maybe both parties - will go to jail.
