Yes they can. I have an 87 Cadillac Brougham with 22 inch Azura's on them and they fit good. No modification but on a full u turn there is very slight rubbing with the front tires.
20 inch is least likely to give you troubles 22 inch might give some turning issues. Both will fit just a preference on side wall height and tire comfort.

I have a 97 deville delegance. The front dash has a 4X6 in the center. All four doors have 5.25 inch speakers. The rear deck has two 6X9's. I upgraded mine to kicker coaxials and they sound amazing! Hope this helps
