God will forgive anybody unless you ask him for forgiveness and Ramadan is a part of the Muslim culture so its mandatory that you do it
You say Ramadan Kareem and your reply is Allah Akram. Or you simply say Ramadan Mubarak but after Ramadan has started.
Ramadan encourages Muslims to keep in touch with Allah. It also encourages Muslims to do the right thing that Allah will approve of. Another thing is that during Ramadan, Allah, holds off all of the devils, (except the maybe the little ones); so anything you do is something you desired, it is not something that Satan may have tricked you into doing.

Females are actually obliged to observe fasts during Ramadan unless they have reasons to break it which Allah permits. However, whoever missed the same numbers of fasting days during Ramadan has to make them up after Ramadan before the next Ramadan starts.

I don't think you HAVE to but it is good to. There are 3 sections in which ramadan is split. There are 30 days in ramadan so 10 days for each section. in the second section of ramadan you have to du'a to Allah for forgiveness for past wrongdoings.
