No, group 18 in the Periodic Table is special, and no atom can combine with them. This group consists of helium, neon and argon. In addition, Krypton, xenon, and radon are extremely unreactive but other atoms, notably fluorine and oxygen have been combined with them.

No. Some do. But not all atoms "with the same outer level" will combine with others - for instance, atoms of noble gases won't combine with one another. And not all atoms that combine with others are equal.

In general yes. They form molecules or compounds. Some atoms such as those of the two lightest inert gases, helium. and neon do not react with any atoms, at least as far as we know.
