no Empoleon can not find a rare candy a level 100 my Empoleom is level 51 and i have found 4 rare Candy's in the whole game they are at :
mt coronet
in the old gateau in the room to the far left
in the Pokemon league
and the last one was in the battle tower hope i helped :-)
