I'm not sure about this, but both Barnes & Noble and Amazon.com promise to ship the book out to you on publication date if you pre-order. Granted, this may entail serious shipping costs and may be detained in customs in your country. But I think it may be a pretty good bet. Otherwise, I recommend going to the best or largest book retailers (as well as just big book stores) in your country and asking them about pre-ordering the book. Some of them may have this option available.
