I think you may need a DVD copy to copy the DVD to another DVD disc. You could not "download" a DVD to your computer, but you could rip it to other video or movie files then burn it to another DVD disc.
Burn a disc means either to download data to a disc or make a copy of another disc.

You have to have a disc burning program on your computer. Each program is different though. For me, you drag the picture file to the list of pictures you want to put on the disc. Then you place the blank disc into the computer and burn it. Your Welcome!!!

Probably, there is something wrong with the CD you are trying to burning whatever onto. This happened to me once. I was trying to burn a CD onto another, and an icon popped up saying that there was no disc to burn it onto, even though I had put a disc in. I bought new blank CD's and it worked.
No, you can't burn a CD without a CD recorder(CD writer), unless you mean "burn" literally. You can save it to your hard drive but not to another disc, except a rw disc but then it would be data and only a computer would be able to read it. can't save to rw unless you have a burner
If you are downloading a setup file for an installation of a program, the simplest way to transfer it to another computer is to burn (or use a USB drive) the setup.exe to a disc and then copy it to the destination computer. If you mean taking already installed program files and burning them to disc, I've never tried that before. There might be some sort of compiler that can do it though.
