The Answer Is 'No'To edit a question's wording at all, a user must be signed in. This means that contributors who use an IP address may not edit a question, but can give an answer and edit the categories.
To edit your question, simply go to the question page, and click on the edit symbol, located to the right of the question (it's shaped like a pencil). Make your changes, and click "Save."

You can submit an edit on a question the same way you post answers that are not edited.
Unfortunately, once the DS-160 form is submitted, you cannot edit it. You will need to create a new application and fill it out again with the correct information.
Once a question is submitted it can be seen or edited by people directly after it is submitted.
That is a known issue. The only way to edit questions currently is either from the WikiAnswers homepage (if the question appears there) and from the question homepage.
There is no way to take a question off of Answers. However, you are able to edit your question. To do so, log into your account, click "edit question", change your question and save.
