It depends how bad of a case she has. If she has a more mild case, you might want to intoduce her to a friendly mellow loving dog like a miniature poodle or somthing. Then she might realise that dogs can be nice, and not all are scary. Then, if she starts to not be scared as much by dogs, and her fear will be more rational, and not as scared by all dogs, and less scared by bigger dogs. I knew someone who was afraid of dogs, and this stratagy worked for them.
