PS3 games are not restricted to any region. You may play your Euro games on a US system but the Downloadable content is restricted. For example you live in the U.S and have a European game. You also have a U.S account. You buy the content but since the game is European, the content will not be available with the game.

They do not play on even the early 4 USB port PS3 consoles. No PS2 games play on any other PS3 and can not be made to.

No you cannot play games on consoles made for different regions. You can only play games on the consoles made for a specific region. If you attempt to play games cross region it will simply not play.
Only the PS3 model with 4 USB ports play PS2 games, if you have one of those then I don't know.
