There are really no requirements. Virtually anyone, even those instructors who may be technically incompetent to provide instruction, are permitted to identify themselves are "OSHA Trainers" or other such language. The quality of the training, however, may carry vicarious liability for the trainer. In the event of injury or criminal prosecution of a student or participant of an "OSHA Class" the trainer may share both civil and criminal liability if they have provided technically incompetent instruction.
