Technically yes, but how do you know it is true India ink...Many inks used for drafting and such have 'fast dryers' in them to cause the ink to dry without blotting...These 'fast dryers' are know to have abrasive chemicals in them that do not set well in the skin without reactions....
Also many less than honest vendors will label a permanent ink as India ink just because it is somewhat permanent....And, if you see a colored ink set that is labeled 'India' ink, it is a sham and a lie....Black is the only shade of real India ink...Hope this helps..

The only thing other than actual tattoo ink that one can use would be India Ink, but this gives you poor results. Get real ink, and have a real artist do it.

Usually I would be recommending people NOT to use India Ink, but if it is just for practice on fake skin, the India Ink will be more than satisfactory. Since what you are tattooing is more akin to plastic than skin, it won't bleed like it would in the skin, and will allow you to hone your lining skills.
No. India ink is specifically a black ink. It's not a great idea to use it for tattoos, either, because they're not normally manufactured to medical standards; you should use a tattoo ink specifically designed for the purpose (or, even better plan, have your tattoo professionally done, where you can get just about any color you want).

No. Black ink has to be covered with black ink. For example, if you got a tattoo that was all yellow and blue, you'd need to have it covered with darker ink. You can't go lighter, or else the old tattoo will show through.
