Yes. You need to download the Kindle app from the Apple App Store, and then connect it to your account when you first start the app. By default all your books will be "Archived," so go to the "Archived Items" page and select the books you want to download to your device.
If all you want to do is read books, get a Kindle. If you want to do email, games, books, videos, music etc. get an iPad.
The iPad itself cannot be a book, but you can go to the App Store and download Kindle for the iPad free. Then you can purchase or choose free books for the Kindle app.
The Kindle app on the iPad does not support collections or folders. Some other ebook apps such as Stanza do have a collections feature but they are not compatible with the DRM used on Kindle books.
The Kindle Fire is WAY better if all you want to do is read books.

To mark Kindle books as read on an iPad, open the Kindle app and navigate to your library. Locate the book you want to mark as read, swipe left on the book title, and tap on the three dots (...) that appear. From the options menu, select "Mark as Read."
