Yes. All birds will regrow feathers. Birds go through a molt each year. Molt is the loss of old and damaged feathers and the regrowth on new ones. If the magpie can still fly and if it survives until its next molting period, it will have a new feather to replace the lost one.
There could be a few reasons why your chicken has ruffled feathers. It could have just been "bothered" by a rooster and hasn't done it's feather care yet. They usually shake and preen for a bit after to put things back into place. The chicken could be sick and one of the first signs is lack of sheen and feather placement. The same way people often look sick, so do chickens. Try a Tonic in their water, this adds any missing vitamins and helps feather them out. Your hen could be going into molt. This is natural and is a replacement time for the chickens feathers, they do this once per year.

If the chicken is very badly hurt and you don't think it will live, kill it. However, if you think it will live, or you want to take a chance and try to keep it alive anyway, there are a few things you should do. Firstly, clean the wounds to avoid infection. Make sure the chicken can eat and drink. Check for broken bones. The chicken will be probably missing feathers, but that's okay. Feathers can grow back quickly. Make sure that the dog cannot get to any of your chickens.

There are many maps available to help you, but the trouble I have is that running through the game I was able to find about 60 of them, but now I have no idea which 40 I missed, and I do not think there is a way to do so. You're going to have to run through each map area, and using some guide online (just google it, there are plenty of guides out there) check each point; even if you already got that feather (unless you remember where every feather you got was, which is unlikely)... Hopefully you and aren't missing 1 or 2 when you're done or else you'll have to do the whole thing over. I suggest trying to use eagle vision when you get close to the area it says; the feathers will glow white.

The moult lasts for up to 6 weeks and the birds will look rough and like they have been in a strong wind with feather missing and misplaced. When the hens go into moult they should be given a water soluble vitamin tonic to supplement there normal feed and hasten the process.
