Can you play Wii Virtual Console and WiiWare games on the Wii U?

All Wii Virtual Console and WiiWare games are playble on the Wii U by launching into the Wii Menu. (This can be selected from the Wii U menu.) From the Wii Menu, you will have access to the Wii Shop channel and its full library.
As well, if you currently have a Wii, all your virtual console and WiiWare titles can be transferred to your Wii U.

When you purchase Virtual Console games for the Nintendo 3DS, they are only playable on the Nintendo 3DS. However, there may be a Virtual Console version for the Wii U so you can play that game, but you will have to repurchase it on the Wii U in order to play it. This is because Nintendo has not implemented a cross-buying system so you will have to pay for the game twice in order to play on both consoles.
Game Boy Advance (GBA) games are a little bit different, but the answer is still no. The Nintendo 3DS does not have GBA Virtual Console games, unlike the Wii U. The GBA games for the Nintendo 3DS are from an ambassador promotion (not available anymore) for those who purchased the 3DS before the price drop. These games are not playable on the Nintendo Wii U either and can only be played on the 3DS. The Wii U has it's own GBA Virtual Console games so you can purchase those games from the eShop.
