If you are talking about the Omega Weapon from Final Fantasy VIII then I would say that Ruby is harder for a number of reasons, first of all Ruby Weapon is much more resistant to physical and magic attacks and there's really no easy way to beat it without cheap materia arrangements and other tricks. Omega has a lot more HP (I think) but you can use a number of items on yourself to make yourself invincible and it is very easy to manipulate limit breaks to get Squall's lionheart over and over. So in my opinion Ruby Weapon is harder.

Out of these three Ruby weapon is definitely the hardest. Emerald weapon is fairly difficult but is susceptible to the "Lucky Sevens" status which can take away about half of his HP right off the bat. If "Lucky Sevens" is attempted on Ruby weapon it will hit for 0 damage every time. Also Ruby weapon is much more resistant to physical and magic attacks. Omega weapon is probably the easiest since you can abuse the items "Holy War" and "Hero" to make yourself invincible or Rinoa's combine ability "Invincible Moon" to also make yourself invincible.
