One very good free alternative to Photoshop is Gimp. There is also Gimp Shop that is a Gimp that looks similar to Photoshop.

On a photo-editing software. You can use Photoshop, Corel Painter, Gimp, Photfiltre, Photoscape. But the best two are Photoshop and Corel Painter. However you have to pay for those, if your not willing you can use Gimp, Photofiltre, and Photoscape which are free. Gimp is the best among the free one. I personally have Photoshop and Gimp.
