You'll have to trade a Wooper for a Larvitar with some guy called DUKING. Just train Larvitar until he's a Tyranitar. The easiest way out of all is to trade him from Pokémon Firered or Pokémon Leafgreen. Larvitar's location is Sevault Canyon. He is very rare.
