Can Porygon evolve in levels?

Porygon does not evolve by training it levels. You must trade with an Up-Grade attached.

porygon does not evolve using levels, instead you have to trade it while holding the item up-grade you capture porygon at level 18-20.

Eevee can not evolve into porygon.

If you mean how do you evolve Porygon into Porygon 2, you give it the Up-Grade item and then trade it. But if you actually mean evolve Porygon 2, you can't; Porygon Z wasn't introduced until Generation IV.
