STDs are called that way for a reason, that is, they are almost always transmitted through sexual contact. The viruses/bacteria/protozoans/etc.. that cause STDs do not survive well outside of a host organism. Even if they somehow survive, tap water is treated and disinfected, pool water is chlorinated, and the ocean's salty water is hyper-tonic (Meaning, they will shrivel up and die) to pathogens that live in an isotonic environment, like your body. You will not contract an STD from water.
The only two ways I could think of is a) Someone is bleeding heavily while in the water and you happen to have an open wound or b) infected individuals are having sex in the water near you.
